Former Trooper found Guilty of Observation without Consent

On October 12, 2023, a Macon County jury convicted Keith Garrett, a former Tennessee State Trooper, of Unlawful Photography and Observation without Consent.

The case arose after Garrett’s then-wife found videos on his cellular telephone depicting his eighteen -year-old stepdaughter showering. In the video, the stepdaughter was not aware that she was being videotaped. Garrett was interviewed and acknowledged making the videos. At trial he asserted that the recording was not for a sexual gratification purpose. The jury rejected that claim and convicted the defendant on the offenses charged.

The case was investigated by the Department of Homeland Security and the Federal Bureau of Investigation, and tried by Assistant District Attorneys Bill Calla and Tom Swink. A sentencing hearing is scheduled for January 16, 2024.
